2011 SUBSTITUTION RULES

• The cox and no more than half the crew (benchmarked at the time entries close) can be substituted (See Time Only section below for crew changes of over 50%).

• Please note that it is no longer possible to change status, boat type or club/composite make-up of a crew.

• Up until 10pm on the DAY BEFORE THE RACE (Friday 4th Nov), crews MUST be amended online, through OE

  HOW TO SWAP ROWERS BETWEEN CREWS IN OE As is usual with IT systems, OE enforces the rules it is told to obey religiously. As one of the local rules of the HOR4s, is that no competitor may double up, this can cause issues with swapping rowers / coxn's between crews. However, following much lobbying from your friends at the HOR4s, there is now a 'nobody' option, at the bottom of every club's membership list, to help you move people around. If you're still having problems, or need to go Time Only - drop the entries sec a note.

• After 10pm on Friday 4th November, ALL substitutions must be declared in PERSON, at Chiswick Pier House (first floor) using the form linked below.

  How to get to Chiswick Pier House

• On race day, the entries secretary will be at Chiswick Pier House from 8:00am.

• CREW CHANGE TRIAL FOR 2011

  We realise that it can be difficult for coaches who are boating crews from Clubs far from Chiswick Pier, to make it to Pier House before 10:30am, therefore, this year, we are trialing the following option:

  If coaches / crew representatives need to make subs, they can call 07528 009882 between 9am and 10:30am on race day, to inform the entries sec that they INTEND TO MAKE A CHANGE, they will then have an extra hour - i.e. until the race starts, to get to Chiswick Pier to make the changes in person.

  Only crew changes that have been notified and are expected will be accepted in the hour before the race.

  Otherwise, all subs must be declared by 10:30am (one hour before racing).

  In all cases, the crew representative making the change will be required to wait while the validity of the crew change is verified in OE.

  THIS IS THE ONLY WAY YOU CAN MAKE OFFICIAL CREW CHANGES. ATTEMPTS TO NOTIFY ANY OTHER RACE OFFICIAL WILL NOT BE ACCEPTED, AND COULD RESULT IN CREW DISQUALIFICATION FOLLOWING BOATING IDENTITY CHECKS.

• The HOR4s committee must have an accurate list of all crew members competing as, in the case of an accident or emergency, we MUST be able to inform the PLA and emergency services exactly who the masters of the vessels concerned were.

• We have had several instances in recent years of coaches omitting to declare cox substations to the committee as they did not deem them to be important. ANY crews found to have undeclared subs (cox'ns or rowers) WILL be disqualified and may forfeit their club’s ability to enter in the following year.

• Please note that, apart from the coxswain, we do not care if rowers are shown in their correct seat -- only that we have an accurate view of exactly WHO is competiting in each crew.

OPTIONS FOR TIME ONLY ENTRIES

• Crews who are forced to substitute more than 50% of the rowers (because of illness etc) may request to race for Time Only - it is not possible for clubs to make these subs via OE- so please contact the entries secretary by email (entries@hor4s.org.uk). On race day all subs must be made at Chiswick Pier.

• Where a substitution puts a crew above the points level for the event in which they are entered, the committee may allow the crew to race for Time Only. Again, these subs cannot be made via OE so please contact the Entries Secretary as above.

• Where it necessary to sub someone into a crew from a club other than that named in the entry, the committee may allow the crew to race for Time Only. Again, these subs cannot be made via OE, so please contact the Entries Secretary as above.

• All sweep crews (excluding those entered in Junior events) must contain a minimum of eight points for the race, no option to race for Time Only will be extended to crews who wish to sub below eight points and any sweep crew found racing with less than eight points WILL BE DISQUALIFIED and may face further sanctions.
